Is an LED a "device" or a "luminaire"? The HTS code and certifications are completely different. Classify it under the wrong chapter, and your certifications are wasted and your duty is wrong too.

First, figure out which category you are

LED device or module: the light-emitting device itself, not assembled into a luminaire.

LED bulb or tube: a finished product that replaces a traditional light source.

LED luminaire: a lighting fixture, such as a panel light, downlight or floodlight.

Common certifications for the US market

Safety certification: luminaires entering the US usually require UL or ETL safety certification.

Electromagnetic compatibility: products with electronic drivers or wireless functions involve FCC requirements.

Energy efficiency: some bulbs and luminaires involve US energy efficiency regulations and labelling.

California requirements: some products are also subject to California energy efficiency standards.

Pitfalls sellers easily fall into

Declaring a finished luminaire as an LED device — wrong HTS code and wrong certifications.

Getting only safety certification and missing FCC or energy efficiency.

Not declaring the driver power supply separately, mixing it in with the whole luminaire.

Products with dimming or wireless functions handled as ordinary lights.

Changing suppliers without changing certifications, so the certificate does not match the product.

Accurate HTS code.

Safety certification certificates (UL/ETL, etc.).

Misconception 1: With UL you can enter the US. Products with electronic drivers or wireless functions may also need FCC.

Misconception 2: Bulbs and luminaires share one HTS code. Light sources and lighting fixtures are classified differently.
