Being flagged for a Customs Exam does not mean there is a problem with your cargo. Understand the three exam types, and you will know how long to wait and what documents to prepare.

What Each of the Three Exam Types Checks

U.S. Customs and Border Protection (CBP) exams fall into three tiers by degree of intrusion, from light to heavy.

X-ray looks for abnormal density, concealed items, or shapes that do not match the declaration.

A tailgate exam checks the actual goods and piece count near the container doors against the documents.

An intensive exam is the most detailed: commodity name, quantity, value and origin are verified item by item, and samples may be taken for lab testing.

Why You Get Selected

Random selection: any shipment can be picked, regardless of the seller's record.

Declaration anomalies: overly vague commodity names, obviously low value, questionable HS codes.

Entity history: the importer or shipper/consignee has a record of past violations.

Sensitive categories: food, cosmetics, infringing goods and anti-dumping goods are more likely to be examined.

How Long Each Exam Takes

From fastest to slowest: X-ray is quickest, tailgate is in the middle, intensive exam is slowest.

X-ray usually has a result the same day, but it depends on the port queue.

Tailgate and intensive exams take extra time for queuing, unloading and verification.

Exam duration cannot be promised in advance; actual timing is subject to CBP and port arrangements.

Handling Process: Who Does What

Step one: CBP issues the exam order, and the customs broker or freight forwarder notifies the seller the same day.

Step two: the seller prepares the invoice, packing list, certificate of origin and certification documents, and hands them to the customs broker.

Step three: the customs broker submits the documents to CBP and coordinates the exam arrangement.

Step four: the exam site carries out the exam, and CBP verifies that documents match the goods.

Step five: release, or transfer to follow-up procedures such as additional documents or detention.

Preventive Steps Sellers Can Take in Advance

Write specific commodity names; avoid vague terms like "daily necessities", "accessories" or "general merchandise".

Declare value truthfully. Once under-declaration is caught, the cost far exceeds the duty saved.

Match HS codes to the product accurately. If unsure, have a professional classify it.

Keep the invoice, packing list and bill of lading consistent. This is the foundation for avoiding scrutiny.

For categories requiring certification, prepare the certification documents in advance; do not wait until you are examined.
