There is no single "universal admission pass" for the United States. Different categories fall under different agencies. Knock on the wrong door or obtain the wrong certificate, and your goods still won't get in when they arrive.

FDA: What Goes In the Mouth, On the Face, or Treats Illness

Anything that is ingested, applied to the face, contacts the human body, or is used for treatment is mostly regulated by FDA.

Food products require attention to facility registration and prior notice; cosmetics depend on ingredients and labeling; medical devices follow different registration paths depending on their classification.

FDA governs import admission and may verify documents at customs clearance, so paperwork must be available at any time.

FCC: Products With Radio and Electromagnetic Functions

FCC regulates radio transmission and electromagnetic compatibility of electronic products.

Anything capable of transmitting wireless signals must generally comply with FCC requirements — for example, Bluetooth, Wi-Fi, walkie-talkie, and remote-control products.

Even if a product does not transmit signals, it may still fall within the scope of regulation if it can generate electromagnetic interference.

CPSC: Consumer Product Safety, With a Focus on Children

CPSC regulates consumer product safety, and children's products are a key focus of supervision.

Common requirements include: compliance with the applicable safety standards, third-party testing, and the attachment of children's product tracking labels.

The compliance threshold for children's products is clearly higher than for ordinary household goods, with mandatory rules on both packaging and labeling.

CARB and Prop 65: California's "Extra Layer"

CARB is the California Air Resources Board, which sets formaldehyde emission limits for composite wood products.

Any furniture, flooring, or cabinetry using engineered wood must meet the applicable limits to enter the California market, and compliance documents must be retained.

Prop 65 is California's Safe Drinking Water and Toxic Enforcement Act, which took effect in 1986 and requires warnings for listed chemicals.

Its distinguishing feature: it does not ban sales, but it requires "notification." If a label lacks the required warning, you may face claims and delisting.

Federal and State Are Two Layers — Don't Look at Only One

Federal agencies govern nationwide admission, while state law can add further requirements on top.

A product that clears the federal hurdle may not clear California's; and one that clears California's may not meet other states' requirements.

When listing on e-commerce platforms, the platform will set yet another compliance threshold of its own.

Self-Check Sequence Before Shipping

Step one: determine which agency regulates the category.

Step two: confirm whether what is needed is registration, certification, a test report, or labeling.

Step three: check whether the target sales state has additional requirements.

Step four: verify that documents and product information match, to avoid documents that don't correspond to the product.
