The EU is expected to introduce a €2 handling fee per product category on imported parcels from 1 November 2026. Combined with the €3 customs duty on consignments worth €150 or less that took effect in July, the new charge will raise fulfilment costs for Chinese sellers shipping directly to EU consumers and may accelerate a shift toward holding stock in Europe.

What Happened

According to foreign media reports, the EU will add a €2 handling fee per product category on top of the existing €3 temporary duty, with implementation expected from 1 November. For a parcel containing three product categories, the two charges alone would total €15 before transport, clearance and VAT. The handling fee also applies to orders above €150, though those shipments are subject to normal customs tariffs rather than the temporary €3 duty.

The report also noted tight freighter capacity between China and Europe. Capacity on the trade was down 20% year on year between 18 September and 18 October; although it rebounded 27% week on week after China's Golden Week holiday, it remained 24% below the same week last year. Global airfreight spot rates held at $3.55 per kg in the week ending 11 October, up 34% year on year, driven by capacity disruption, higher jet fuel costs and related surcharges.

Background

The EU has been tightening regulation of low-value parcels in recent years. The €3 duty that took effect in July and the upcoming handling fee are an extension of its regulatory framework for cross-border e-commerce small parcels. At the same time, China-Europe airfreight capacity has not fully recovered, keeping transport costs elevated and further raising the overall cost of direct shipping. Robert Jeffrey, senior advisor for international structuring at Dutch advisory firm Holdwise, said there was no evidence yet of brands switching en masse, as the charges are recent, and the first adjustments are expected when brands plan stock for next year.

Impact on Shippers

For Chinese exporters targeting the EU market, the cost structure of direct small-parcel shipping is changing. Take a €90 order containing a T-shirt and a watch: shipping directly from outside the EU would incur about €10 in duty and handling fees, plus assumed postage, clearance and warehouse handling costs, bringing the total to about €19.50. Under an alternative model of bulk sea freight to the Netherlands for local fulfilment, the per-order cost could fall to about €10. Across 20,000 annual orders, the difference could reach €190,000. However, this calculation is based on assumed parameters, and actual savings vary by category, value and logistics solution.

In terms of transit time, clearance for direct parcels may lengthen due to additional fee verification; on customs clearance, category-based charging requires shippers to declare product names and classifications more accurately, and mixed parcels may see significantly higher fees. It is important to note that consolidating already-sold consumer orders into one shipment does not remove the charges, as each order remains subject to the relevant rules.

Recommendations

Sellers with stable EU sales should calculate the cost break-even point between direct shipping and local stockholding in advance, and assess whether to preposition best-selling items in European overseas warehouses as part of next year's inventory planning. When shipping, declare strictly by product category to avoid higher handling fees or customs delays caused by unclear classification. Meanwhile, monitor the EU's final announcement on the implementation date and detailed rules of the handling fee, subject to the latest official announcement.
